RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE.

Defines the consumer in the health insurance exchange board.  Clarifies that the health insurance exchange board shall have geographic diversity consisting of representation from all islands.  Removes health plans from the board.  Requires the health insurance exchange to offer a basic health plan.

RELATING TO ASSAULT ON MEDICAL SERVICES PROVIDERS.

Amends the offense of assault in the second degree to include intentionally or knowingly causing bodily injury to certain medical services providers.

RELATING TO MENTAL HEALTH.

Requires the adult mental health division of the department of health to provide services to people with a qualifying diagnosis.  Allows the department of health to bill and receive reimbursement from an insurer for treatment services rendered by the State pursuant to chapter 334, HRS.

RELATING TO VACCINATIONS.

Allows pharmacists, per a physician's prescription, to administer the influenza vaccine to persons aged fourteen to seventeen provided that the pharmacist has fulfilled certain requirements.

Permits the board of dental examiners to issue a specialty license in the specialty areas of dentistry recognized by the American Dental Association.  Establishes requirements for applicants for specialty licensure.

Prohibits dental service organizations, mutual benefit societies, and health maintenance organizations from requiring a dentist who provides services to its subscribers to provide services for a fee unless they are covered services.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST ST. FRANCIS HEALTHCARE SYSTEM OF HAWAII.

Authorizes the issuance of SPRBs of up to $80,000,000, for St. Francis Healthcare System to construct healthcare facilities.  Effective 07/01/12.

Establishes a tax credit equal to five per cent of the amount of medical malpractice insurance premium paid by a physician who provides on-call services to emergency departments.

Makes permanent the general excise tax exemption on amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST WAHIAWA GENERAL HOSPITAL.

Authorizes the issuance of special purpose revenue bonds of up to $3,000,000, for Wahiawa General Hospital to construct health care facilities.  Effective July 1, 2012.

RELATING TO PSYCHOTROPIC MEDICATIONS IN MEDICAID.

Makes permanent previous changes to the psychotropic medication statute that ensure access to medically necessary psychotropic medications while allowing cost-effective strategies.

      Status & Testimony

RELATING TO HEALTH.

Prohibits a physician, osteopathic physician, surgeon, or medical student from performing a pelvic examination on an anesthetized or unconscious female patient unless specific informed consent was obtained, the pelvic examination is within the specified scope of care, or the pelvic examination is required for diagnostic purposes on an unconscious patient.
