RELATING TO FURNISHING THE DATE OF VITAL EVENTS TO GOVERNMENTAL AGENCIES WITHIN THE STATE OF HAWAII THAT REQUEST VERIFICATION.

Amends section 338-18, Hawaii Revised Statutes, to allow the Department of Health to disclose dates of vital events to governmental agencies within the State of Hawaii seeking verification of information contained in vital statistics records for purposes of updating official lists.

MAKING AN APPROPRIATION FOR EARLY CHILDHOOD HEALTH.

Appropriates funds to the Department of Health to support early childhood development.

Permits the Department of Health the option of recognizing full accreditation by the Joint Commission as evidence of hospital compliance with all licensing inspection for the duration of the accreditation.

RELATING TO THE HAWAII ADVISORY COMMISSION ON DRUG ABUSE AND CONTROLLED SUBSTANCES.

Amends statutory provisions of the Hawaii Advisory Commission on Drug Abuse and Controlled Substances to provide for more focused attention in addressing the issue of substance abuse as a public health issue.

RELATING TO MORTALITY REVIEW OF DEATHS OF PERSONS WITH DEVELOPMENTAL OR INTELLECTUAL DISABILITIES.

Creates a new part in chapter 321, Hawaii Revised Statutes, giving the Department of Health the authority to obtain all records for death review for persons with developmental or intellectual disabilities.

RELATING TO THE HAWAII IMMUNIZATION REGISTRY.

Authorizes the Department of Health to allow limited health insurer access to the Hawaii Immunization Registry and authorizes the Hawaii Immunization Registry to store minimal demographic information for individuals who have elected to refuse inclusion in the Hawaii Immunization Registry.

Adds pharmacists as a volunteer health professional to be provided immunity from liability.

Adds to the uses of the moneys in the Trauma System Special Fund the costs to staff, operate, and continue the services of the injury prevention program.

Revises the Hawaii Early Intervention Coordinating Council membership and functions to be consistent with part C of the Individuals with Disabilities Education Act of 2004 requirements regarding the state interagency coordinating council.

RELATING TO EMPLOYMENT EXEMPTION FOR DOMESTIC SERVICES FOR PERSONS WITH DEVELOPMENTAL AND INTELLECTUAL DISABILITIES.

Amends the definition of "employment" in various sections of the Hawaii Revised Statutes by clarifying the "domestic services" exclusion for services to persons with developmental and intellectual disabilities.
