RELATING TO PRESCRIPTION DRUG.

Requires the insurance commissioner to develop a uniform prescription drug prior authorization form no later than 07/01/2013.  Beginning 01/01/2014, requires the uniform prescription drug prior authorization form to be used by prescribers and health care insurance providers.

RELATING TO HEALTH.

Prohibits the sale, distribution, or procurement of products or packaging containing certain toxic chemicals.  Establishes a preference for the procurement of polyvinyl chloride-free intravenous products by the Hawaii health systems corporation.

RELATING TO INSURANCE.

Mandates health insurance coverage for the diagnosis and treatment of autism spectrum disorders under accident and health or sickness insurance and group hospital and medical services contracts and health maintenance organizations.

RELATING TO HEALTH INSURANCE.

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health care coverage and benefits for autism spectrum disorders beginning after 12/31/2012.
