RELATING TO HOUSING. Prohibits a condominium board of directors, when leasing common elements of the condominium, from setting the rent at an amount below fair market rent value. Requires all direct costs attributable to condominium hotel operations to be charged only to unit owners whose units are included in condominium hotel operations.

RELATING TO CONDOMINIUMS. Allows a condominium board to authorize the installation of separate utility meters, notwithstanding the provisions of a project's declaration or association's bylaws, provided that the association pays the cost of installing the meters.

RELATING TO CONDOMINIUMS. Requires owners of residential units who reside on a different island or out-of-state to provide the managing agent or resident manager of the condominium project with contact information of a rental agent located in the State who is responsible for the management of the unit.

RELATING TO PUBLIC HOUSING. Requires Hawaii Public Housing Authority to establish a drug testing program to be administered to any tenant or any applicant of federal or state low-income housing under chapter 356D, Hawaii Revised Statutes (HRS). Makes submission to a drug test a condition of the tenant or applicant renting or leasing a federal or state low-income housing dwelling under chapter 356D, HRS.

RELATING TO HAWAII PUBLIC HOUSING AUTHORITY. Directs the Auditor to conduct an audit of Hawaii Public Housing Authority's management of Punchbowl Homes. Requires the Auditor to submit its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the Regular Session of 2013. Effective July 1, 2012.

DECISION MAKING TO FOLLOW

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
