Removes the department of human resources development's requirement to report expenditures on qualified community rehabilitation programs to the legislature.

Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2011-2012 to address the budget shortfall in the general assistance program (HMS 204) in the Department of Human Services.  (HB2547 HD1)

RELATING TO THE DEFINITION OF AGGRAVATED CIRCUMSTANCES IN THE CHILD PROTECTIVE ACT.

Amends the definition of "aggravated circumstances" in chapter 587A, Hawaii Revised Statutes, to make it consistent with the federal Child Abuse Prevention and Treatment Act and the state plan under Title IV-E of the Social Security Act.  (HB2533 HD1)

RELATING TO ADULT ABUSE PERPETRATOR CHECKS FOR CHILD CARE PROVIDERS.

Allows the Department of Human Services to conduct adult abuse perpetrator checks on providers, license-exempt pursuant to section 346-152, Hawaii Revised Statutes, that care for children receiving child care subsidies from the department, applicants who want to operate a child care facility, prospective employees of the applicant, licensed child care providers, and new employees of the registered or licensed provider.  (HB2539 HD1)

RELATING TO CHILDREN AND YOUTH.

Authorizes public events celebrating Children and Youth Day and the Children and Youth Summit to be held on state capitol grounds on the first Sunday in October, unless otherwise determined by the governor.  Effective July 1, 2050.  (HB2290 HD1)
