Requires and appropriates funds for the office of community services, in coordination with other relevant state agencies, to provide social services for survivors of human trafficking.

RELATING TO DOMESTIC ABUSE.

Establishes that if a protective order is issued to prevent sexual offenses or child abuse or a recurrence of such acts between family or household members, the court shall issue a permanent protective order.  Amends the definition of domestic abuse to include sexual offenses or child abuse committed by one family or household member against another family or household member.

Broadens the definition of the offense of false reporting to include child welfare services and judicial authorities.

RELATING TO THE FEDERAL EARNED INCOME TAX CREDIT.

Requires the department of taxation to coordinate an outreach initiative to increase awareness and use of the federal earned income tax credit.  Makes an appropriation.

RELATING TO CHILD ABUSE.

Provides greater protection for children by amending the offense of promoting child abuse in the second degree to include possession of thirty or more images of child pornography and the content of at least one image contains a minor younger than the age of twelve, sadomasochistic abuse of a minor, or bestiality involving a minor.

Appropriates funds as a grant to Best Buddies International for the expansion of Best Buddies Hawaii chapters on the islands of Maui and Oahu.

Appropriates funds for the vocational rehabilitation and services for the blind division of the department of human services to contract for a telephone-based service to provide access to timely print media.

Appropriates funds as a grant to Positive Moves, Inc., to implement and administer the "millions of kids moving monthly" project.

Repeals the requirement for the Department of Human Resources Development to submit annual reports to the Legislature regarding expenditures of qualified community rehabilitation programs.

RELATING TO SEX OFFENDERS.

Makes it a class C felony for persons convicted of certain sexual offenses committed against a child twelve years of age or younger to reside within seven hundred fifty feet of any school building or any real property comprising a school.

RELATING TO PARKING FOR DISABLED PERSONS.

Allows qualified applicants to receive a second removable windshield placard upon request and verification of the applicant's disability.

Prohibits use of tobacco products by minors.  Establishes penalties for use of tobacco products by minors.
