RELATING TO THE DISABILITY AND COMMUNICATION ACCESS BOARD SPECIAL FUND. Amends the purpose of the Disability and Communication Access Board Special Fund to allow for the receipt of various fees, including fees from the credentialing of interpreters.

RELATING TO EMPLOYMENT EXEMPTION FOR DOMESTIC SERVICES AUTHORIZED BY THE DEPARTMENT OF HUMAN SERVICES. Amends the definition of "employment" in the workers' compensation, temporary disability insurance, and prepaid health care statutes by clarifying the "domestic services" exclusion for services authorized by the Department of Human Services.

RELATING TO DEATH BENEFITS. Makes permanent the decreased funeral benefit for medical and financial assistance recipients, establishes that the Department of Human Services may bear the cost for crematory and mortuary services for unclaimed dead human bodies and that the Department of Human Services may approve a determination that a dead human body is unclaimed.

RELATING TO THE HAWAII INTERAGENCY COUNCIL ON HOMELESSNESS. Establishes the Hawaii Interagency Council on Homelessness to be administratively placed within the Department of Human Services; makes an appropriation for administrative expenses.

RELATING TO TAXATION. Exempts from general excise taxes rents received from qualifying nonprofits and government agencies that provide homeless transitional shelters.

RELATING TO PUBLIC HOUSING. Reduces the minimum number of resident board member candidates from five to three that must be submitted by the Resident Advisory Board of the Hawaii Public Housing Authority for consideration by the Governor for appointment to the Authority's Board of Directors.

RELATING TO PUBLIC HOUSING. Authorizes the Board of Directors of the Hawaii Public Housing Authority to set the executive director's compensation based on a comparability analysis, and other factors.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Appropriates funds to the department of human services to respond to the United States Department of Agriculture's mandate to amend supplemental nutrition assistance program eligibility requirements.

RELATING TO PROMOTION OF CONTROLLED SUBSTANCES. Extends prohibition of promoting a controlled substance in, on, or near schools, school vehicles, or public parks to include public housing projects and complexes.

RELATING TO PUBLIC ASSISTANCE PROGRAMS. Eliminates the asset limit for Hawaii's temporary assistance for needy families program eligibility. Exempts the fair market value of all motor vehicles in a household when determining eligibility for Hawaii's temporary assistance for needy families program.
