RELATING TO VACCINATIONS. Allows pharmacists, per a physician's prescription, to administer the influenza vaccine to persons aged fourteen to seventeen provided that the pharmacist has fulfilled certain requirements, including the training requirement to administer the influenza vaccine to minors every four years. RELATING TO THE HAWAII ADVISORY COMMISSION ON DRUG ABUSE AND CONTROLLED SUBSTANCES. Amends statutory provisions of the Hawaii Advisory Commission on Drug Abuse and Controlled Substances to provide for more focused attention in addressing the issue of substance abuse as a public health issue.

RELATING TO DENTAL HYGIENISTS. Requires a copy of the currently renewed certificate of license to practice to be prominently displayed at all times in the office where a dental hygienist is employed or practices. Requires a dental hygienist's pocket identification card to be made available for viewing upon request if the dental hygienist is employed at or practices in more than one office. (SD1)

RELATING TO AGRICULTURE. Exempts home-based agricultural producers of honey from the requirement that honey be processed in a certified honey house; provided that the producer meets certain labeling, education, and record keeping requirements. (SD2)

RELATING TO ANIMALS. Establishes a spay and neuter special fund and allows funds from an income tax check-off to be deposited into the special fund. Effective 7/1/50 to 7/1/55. (SD2)

RELATING TO CONDOMINIUMS. Requires any and all assessments for health care services or services relating to personal care that are offered or provided to unit owners or residents at a condominium licensed as an assisted living facility to be assessed only against the units occupied by persons who utilize these services, and not be included as part of the common expenses of a condominium. RELATING TO ANATOMICAL TRANSPLANTS. Prohibits a health care facility or health care provider from discriminating against a person who has human immunodeficiency virus (HIV), acquired immune deficiency syndrome (AIDS), or AIDS-related complex (ARC), and who is in need of an organ transplantation by refusing to perform the organ transplantation. Amends section 327-11, HRS, to specify that persons with HIV, AIDS, or ARC shall not be prohibited from receiving an anatomical gift. Effective 7/1/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
