RELATING TO HEALTH. Adds a member to the corporation board of Hawaii health systems corporation who alternately represents the eastern and western regions of the county of Hawaii. Replaces the regional chief executive officers with community members from each respective region. Removes the at-large member selected by the governor. Changes the regional system board membership term from three years to a membership term between two and five years, as established by a two-thirds affirmative vote of the existing regional system board members. RELATING TO HEALTH CARE COORDINATION. Establishes a public-private partnership in a county with a population between 100,000 and 170,000 to develop an integrated system to deliver health care across the spectrum of care and to address the current crisis in acute care. Permits Hale Makua Health Services to become a membership corporation with the Hawaii health systems corporation as its sole member. (SD2)

Amends the definitions of "the practice of nursing as a licensed practical nurse" and "the practice of nursing as a registered nurse" to include carrying out the orders of a licensed physician assistant practicing with physician supervision as required by chapter 453, HRS, and acting as an agent of the supervising physician. RELATING TO TOBACCO PRODUCTS. Prohibits use of tobacco products by minors. Authorizes law enforcement officer to confiscate tobacco products used by minors. Effective 1/1/2050. (SD1)

RELATING TO TOBACCO PRODUCTS. Imposes an excise tax on tobacco products, other than large cigars, that is equal to the greater of 70 percent of the wholesale price of, or $3.20 for, each article or item of tobacco products. Takes effect 1/1/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
