RELATING TO HEALTH. Renames the organ and tissue education special fund to the organ and tissue support and education special fund and permits use of the fund to establish a nonprofit organ transplant center. Imposes a $1 fee for any new or renewed driver's license to be deposited into the fund and to be repealed on 12/31/2015. Transfers $500,000 from the emergency medical services special fund to the organ and tissue support and education special fund.

RELATING TO HEALTH. Requires insurance coverage for fertility preservation procedures for persons who are of reproductive age and are diagnosed with cancer that may, or whose treatment may adversely affect their fertility.

RELATING TO HEALTH. Requires the director of health to convene a mental health and substance abuse parity working group to determine how the State can come into compliance with federal mental health and substance abuse parity laws and regulations and enhance existing state parity laws.

Establishes a statewide stroke system of care by designating primary stroke centers and acute stroke capable centers; defines emergency services training and transport protocols; establishes a stroke registry working group; requires health insurance coverage for telemedicine services; and establishes a stroke system of care task force.

RELATING TO HEALTH. Prohibits a physician, osteopathic physician, surgeon, or medical student from performing a pelvic examination on an anesthetized or unconscious female patient unless specific informed consent was obtained, the pelvic examination is within the specified scope of care, or the pelvic examination is required for diagnostic purposes on an unconscious patient.

RELATING TO TORTS. Relieves good Samaritans who perform cardiopulmonary resuscitation in good faith to victims in a perceived medical emergency from civil damages. Amends definition of automated external defibrillator program to include proper maintenance of such devices. Amends definition of good faith to include a reasonably prudent person standard. Defines school and perceived medical emergency.

RELATING TO VOLUNTEER MEDICAL ASSISTANCE SERVICES. Adds pharmacists as a volunteer health professional to be provided immunity from liability.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST NOT-FOR-PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES TO THE GENERAL PUBLIC. Extends the lapse date of the special purpose revenue bonds authorized to assist The Queen's Health Systems in Act 176, Session Laws of Hawaii 2003, as amended by Act 86, Session Laws of Hawaii 2007, from 6/30/13 to 6/30/18.

Establishes a public-private partnership in a county with a population between 100,000 and 170,000; partnership to develop an integrated system to deliver health care across the spectrum of care; partnership to work at addressing the current crisis in acute care.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
