RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE.

Specifies that the Hawaii health connector shall establish separate risk pools for the individual market and the small group market.  Establishes staggered terms for board members.  Clarifies qualifications of and restrictions on navigators.  Clarifies role of DHS in determining medicaid eligibility. Effective 7/1/12.

RELATING TO CONCUSSIONS.

Requires the DOE and the Hawaii High School Athletic Association to develop a concussion awareness program to provide guidelines for public and private schools.

Requires any person under the age of sixteen to wear a helmet while operating a skateboard.  Establishes a fine.

RELATING TO EMERGENCY MEDICAL CARE.

Makes an appropriation to expand emergency medical services and ambulance services on the Leeward Coast of Oahu.   Makes a grant pursuant to Chapter 42F to Wahiawa General Hospital to provide additional emergency room services.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST WAHIAWA GENERAL HOSPITAL.

Authorizes the issuance of special purpose revenue bonds of up to $3,000,000, for Wahiawa General Hospital to construct health care facilities.  Effective July 1, 2012.

RELATING TO BONE MARROW TRANSPLANTS.

Appropriates matching funds for Hawaii Pacific Health to establish a bone marrow transplant center.

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
