Establishes aha moku advisory committee within the DLNR.  Makes an appropriation.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Requires the Auditor to conduct a comprehensive financial audit of the Department of Hawaiian Home Lands, focusing on grants and contracts.  Effective July 1, 2012.

Status

RELATING TO KIKALA-KEOKEA.

Provides an additional period of ten years within which lessees of the Kikala-Keokea homestead may construct dwellings, as required in their leases, commencing upon the effective date of this Act.

Designates October as "Kalo Appreciation Month".

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM.

Requires reading, math, science, and other assessments administered to students in grades three through six of the department of education's Hawaiian language immersion program to be developed originally in the Hawaiian language; requires the board of education to adopt rules establishing procedures for the development of these assessments in collaboration with the Hawaiian language community; requires status reports to the 2013 and 2014 legislatures.

Status

RELATING TO HAWAIIAN HOME LANDS.

Requires DHHL, upon request by lessee, to extend agricultural and aquacultural leases for a term of 5 to 10 years.

Status

RELATING TO NATIVE HAWAIIAN BUSINESSES.

Fosters the development and growth of native Hawaiian-owned businesses.  Provides 5% bid preference for native Hawaiian businesses certified by OHA.  Requires immediate notification to OHA of ownership change and reapplication.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX:       For comments less than 5 pages in length, transmit to 586-9456(for Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web);

EMAIL:  For comments less than 5 pages in length, transmit to HAWtestimony@Capitol.hawaii.gov ; or

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
