RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST NOT-FOR-PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES TO THE GENERAL PUBLIC. Extends until June 30, 2018, the authorization to issue special purpose revenue bonds to assist The Queen's Health Systems contained in Act 176, Session Laws of Hawaii 2003, and as amended by Act 86, Session Laws of Hawaii 2007. Effective July 1, 2050.

RELATING TO CIVIL IDENTIFICATION. Transfers the non-driver's, or civil, identification program from the Department of the Attorney General to the Department of Transportation. Requires civil identification cards to be issued by the examiners of drivers in each county to comply with the federal REAL ID Act of 2005, P.L. 109-13, by January 1, 2013. Effective January 1, 2013.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST ST. FRANCIS HEALTHCARE SYSTEM OF HAWAII. Authorizes the issuance of special purpose revenue bonds of up to $80,000,000, for St. Francis Healthcare System of Hawaii to finance the construction, improvement, and equipment of its healthcare facilities. Effective January 1, 2050.

RELATING TO THE HAWAII TOURISM AUTHORITY. Increases the allocation of the transient accommodations tax revenue for the Hawaii tourism authority from $69,000,000 to $71,000,000 until 06/30/2015; requires $2,000,000 to be expended for development and implementation of initiatives to take advantage of expanded visa programs and increased travel opportunities for international visitors to Hawaii. Effective 07/01/2050.

RELATING TO THE PUBLIC LAND TRUST. Amends the Hawaii State Planning Act to include promoting the development of indigenous renewable energy resources that are located on public trust land as a source of firm power and ensuring that the development of energy resources on public trust land directly benefits native Hawaiians and public beneficiaries of the trust. Adds provisions that all public land trust lands shall be held in trust and transferred to a Native Hawaiian government upon the establishment of such a government, and there shall be consultation and public input from the Native Hawaiian community and general public when developing projects with public land trust lands. Repeals chapter 171C, HRS, relating to the public land development corporation.

RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS. Adds powers and duties to the Director of Labor and Industrial Relations regarding the registration and regulation of professional employer organizations. Authorizes various penalties for noncompliance; amends definitions and bond level requirements; and establishes the professional employer organization special fund. Repeals chapter 373K, Hawaii Revised Statutes, but moves the general excise tax exemption provisions to chapter 373L, Hawaii Revised Statutes. Appropriates funds to the Department of Labor and Industrial Relations. Effective July 1, 3000.

RELATING TO COLLECTIVE BARGAINING. Clarifies the Hawaii labor relations board's authority to appoint attorneys and paralegals. Authorizes attorneys employed by the board on a part-time or contract basis to represent the board in litigation, draft legal documents for the board, and provide other necessary legal services to the board.

RELATING TO INSURER REQUIREMENTS. Requires all commercial health care insurers operating in Hawaii to share with the department of human services, a listing of their members for medicaid eligibility determination.

RELATING TO SEAWATER AIR CONDITIONING. Includes the production of air conditioning from a seawater air conditioning district cooling system within the definition of "eligible business activity" under the State's Enterprise Zone program. Stipulates that gross proceeds received by a contractor in connection with the construction of a seawater air conditioning district cooling system shall not be exempt from the general excise tax. Effective July 1, 2112.

RELATING TO THE PENAL CODE. Requires probation officer, prior to early discharge of a defendant from probation, to report to the court concerning defendant's compliance or non‑compliance with terms of probation.

RELATING TO THE HOMELESS. Establishes the return-to-home program to assist eligible homeless individuals return to their home state if there is a support network available and the support network is able to receive them. Appropriates funds. Effective July 1, 2030.

RELATING TO PORTABLE ELECTRONICS INSURANCE. Establishes provisions for the sale of portable electronics insurance; requires vendors to hold a limited lines license to sell or offer coverage under a policy; establishes sanctions for violations; establishes requirements for termination of insurance; establishes fees for licensing. Effective on January 1, 3000.

RELATING TO OCEAN SAFETY. Requires the Department of Land and Natural Resources to adopt rules that promote greater safety of ocean users in the State's nearshore waters. Appropriates funds for swim zone buoys at Kamaole beach. Establishes the West Maui Ocean Recreation Management Area Advisory Committee to advise the Department of Land and Natural Resources on state waters within the area, particularly with respect to Kaanapali. Requires reports to the legislature. Effective July 1, 2012.
