RELATING TO CHARTER SCHOOLS. Establishes a new chapter governing charter schools based on the recommendations of the charter school governance, accountability, and authority task force established by Act 130, Session Laws of Hawaii 2011. Repeals chapter 302B, HRS. Maintains the charter school administrative office until July 1, 2013. Transfers all funds in the charter schools account established pursuant to section 302B-12(i), HRS, to the general fund. Makes housekeeping amendments.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Prevents unexpected increases in pension benefits and in the unfunded actuarial accrued liability of the Employees' Retirement System by limiting the amount of compensation included in "average final compensation" and requires employers to pay the additional costs resulting from spiking. Effective July 1, 2012.

RELATING TO FEE TIME SHARE INTERESTS. Requires all fee time share interests to be recorded in the regular system rather than the land court. Streamlines the procedure for the office of the assistant registrar to update the certificates of title for all remaining fee time share interests as part of the deregistration process. Allows the bureau of conveyances to charge a transaction fee for each deed of a time share interest recorded in the bureau of conveyances pursuant to chapter 502, Hawaii Revised Statutes. Effective 07/01/2020.

RELATING TO TRAVEL AND TOURISM STIMULUS INITIATIVES. Provides an employer tax credit of 4.5 per cent of the wages paid by a qualified employer to certain employees for seven years after completion of hotel and resort construction and renovation; provides a general excise tax exemption for hotel and resort construction and renovation and for the operation of these hotels and resorts for seven years after substantial completion of construction and renovation; requires construction and renovation of a hotel facility or resort facility to be completed by 6/30/2017 to be eligible for the exemption; employer tax credit applies to taxable years beginning after 12/31/2011; hotel and resort construction and renovation general excise tax exemption applies to taxable periods beginning after 7/1/2050.

RELATING TO INSTRUCTIONAL TIME. Requires the Department of Education to develop multiple standard bell schedules for elementary, middle, and high schools, with the exception of charter schools and multi-track public schools. Amends the public education instructional time law.

RELATING TO EDUCATION. Requires teachers first entering Department of Education employment to serve a probationary period of three years prior to attaining tenure. Provides the Department the directive, means, and flexibility to establish a performance management system that includes an evaluation of teachers and educational officers. Effective July 1, 2050.

RELATING TO AFFORDABLE HOUSING CREDITS. Authorizes affordable housing credits to be issued for each single-family residence, multi-family unit, other residential unit, or if allowed under the county's affordable housing programs, vacant lot, developed by the Department of Hawaiian Home Lands under specified conditions and requirements. Effective July 1, 2050. Repealed on June 30, 2015.

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE. Requires the Hawaii Health Connector to conduct an assessment before establishing a program to serve the individual and the small group markets. Establishes a navigator program. Clarifies the conduct of board meetings. Establishes staggered terms for board members and clarifies board composition. Clarifies role of the Department of Human Services in determining Medicaid eligibility. Effective July 1, 2050.

RELATING TO TRANSPORTATION. Temporarily exempts DOT and its contractors from certain state requirements for certain bridge rehabilitation projects.
