Status

RELATING TO THE HAWAII INTERAGENCY COUNCIL ON HOMELESSNESS.

Establishes the Hawaii Interagency Council on Homelessness under the Department of Human Services for administrative purposes.  Requires the Department of Human Services to conduct a study on establishing safe havens in the State and to submit a report to the Legislature prior to the 2013 Regular Session on its findings and recommendations from the study.  Repealed June 30, 2018.

Status

RELATING TO FIRE SPRINKLERS.

Prohibits counties from requiring installation or retrofitting of automatic fire sprinklers in (1) new or existing one- or two‑family dwelling units used only for residential purposes; and (2) non-residential agricultural and aquacultural buildings and structures located outside the urban area; provided that this does not apply to new homes that require a variance from access road or fire fighting water supply requirements.  Effective January 1, 2050.

Status

RELATING TO INSURANCE.

Requires the Insurance Commissioner to publish a list of homeowners insurers and homeowners insurance annual premiums, and motor vehicle insurers and motor vehicle insurance annual premiums on the Insurance Division's official website.  Allows the Insurance Commissioner to intervene to adjust insurance rates.  Provides for written notice of disapproval and hearing requirements.  Includes advisory organizations in the rate filings and regulation process under Article 14, Chapter 431, Hawaii Revised Statutes.  Effective July 1, 3000.

RELATING TO PUBLIC HOUSING.

Reduces the minimum number of candidates that must be submitted by the Hawaii Public Housing Authority Resident Advisory Board for the governor's consideration for appointment to the resident member seat on the Hawaii Public Housing Authority's Board of Directors.

Status

RELATING TO AFFORDABLE HOUSING CREDITS.

Authorizes affordable housing credits to be issued for each single-family residence, multi-family unit, other residential unit, or if allowed under the county's affordable housing programs, vacant lot, developed by the Department of Hawaiian Home Lands under specified conditions and requirements.  Effective July 1, 2050.  Repealed on June 30, 2015.

Increases the Hula Mae multifamily program revenue bond authorization.

RELATING TO MORTGAGE LOAN ORIGINATION.

Amends the Secure and Fair Enforcement for Mortgage Licensing Act to reflect recent changes to federal law and to adjust fees in consideration of the new regulatory requirements.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
