Status

RELATING TO COMPREHENSIVE OFFENDER REENTRY SYSTEM.

Establishes the Offender Reentry Office within the Department of Public Safety to address the goals of chapter 353H, Hawaii Revised Statutes.  Reconstitutes the Reentry Commission under Act 24, Special Session Laws of Hawaii 2009, with the added duty to ensure that the Comprehensive Offender Reentry System is implemented as soon as practicable.  Extends sunset of Reentry Commission to December 1, 2015.  Effective July 1, 2050.

Status

RELATING TO PUBLIC SAFETY.

Requires a pre-trial risk assessment to be conducted within three working days of commitment to a community correctional center.  Increases the membership of the Hawaii Paroling Authority.  Requires the use of validated risk assessments.  Limits length of incarceration for first-time parole violators.  Increases the percentage deducted from inmates' earnings for restitution payments.  Requires release on supervised parole prior to the maximum sentence date.  Adds positions in the Department of Public Safety.  Appropriates funds.  Effective January 7, 2059.

Status

RELATING TO COLLECTIVE BARGAINING.

Creates a new bargaining unit (14) for ocean safety officers and water safety officers employed by the State or counties effective 7/1/2050.
