RELATING TO THE DISABILITY AND COMMUNICATION ACCESS BOARD SPECIAL FUND. Clarifies that all moneys collected as application fees or fees for continuing education units shall be deposited into the Disability and Communication Access Board Special Fund. Effective 7/1/2050.

RELATING TO FURNISHING THE DATE OF VITAL EVENTS TO GOVERNMENTAL AGENCIES WITHIN THE STATE OF HAWAII THAT REQUEST VERIFICATION. Allows the Department of Health to disclose the dates of vital events to governmental agencies within the State that seek verification of information contained in vital statistics records for the purpose of updating official lists.

RELATING TO THE HAWAII ADVISORY COMMISSION ON DRUG ABUSE AND CONTROLLED SUBSTANCES. Amends statutory provisions of the Hawaii Advisory Commission on Drug Abuse and Controlled Substances to provide for more focused attention in addressing the issue of substance abuse as a public health issue.

RELATING TO THE HAWAII EARLY INTERVENTION COORDINATING COUNCIL. Changes the membership composition and functions of the Hawaii Early Intervention Coordinating Council to be consistent with part C of the Individuals with Disabilities Education Improvement Act of 2004 requirements regarding the state interagency coordinating council. Effective July 1, 2050.

RELATING TO MORTALITY REVIEW OF DEATHS OF PERSONS WITH DEVELOPMENTAL OR INTELLECTUAL DISABILITIES. Authorizes the Department of Health to conduct multidisciplinary and multiagency mortality reviews of deaths of persons with developmental or intellectual disabilities. Upon written request of the Director of Health, requires all providers of medical care or other services and state and country agencies to disclose adult death review information to the Department of Health and to those individuals appointed by the Director of Health to participate in the mortality review being conducted.

RELATING TO THE HAWAII IMMUNIZATION REGISTRY. Allows limited health insurer access to the Hawaii immunization registry. Requires the Department of Health to store minimal demographic information in the registry on individuals who have elected to refuse inclusion in the registry. Effective July 1, 2050.

RELATING TO THE TRAUMA SYSTEM SPECIAL FUND. Adds to the uses of the moneys in the Trauma System Special Fund the costs to staff, operate, and continue the services of the injury prevention program. Effective 1/1/50.

RELATING TO LONG-TERM CARE FACILITIES. Establishes the nursing facility sustainability program special fund into which nursing facility sustainability fees shall be deposited. Requires Department of Human Services to charge and collect a provider fee on health care items or services provided by nursing facilities. Effective July 1, 2050.

RELATING TO CLEAN AND SOBER HOMES AND HALFWAY HOUSES. Establishes a Temporary Clean and Sober Home and Halfway House Task Force. Requires the Task Force to submit a report to the Legislature containing findings and recommendations and any proposed legislation that may be necessary to effectuate those recommendations. Effective July 1, 2050.

RELATING TO ENTITIES REGULATED BY THE INSURANCE COMMISSIONER. Updates the insurance code by removing or revising certain provisions that relate to the licensing and regulation of mutual benefit societies and health maintenance organizations; updates financial regulatory requirements and fees to be more consistent with requirements placed on traditional insurance companies. Effective July 1, 2012.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
