RELATING TO HUMAN TRAFFICKING. Requires establishments to post in a conspicuous place a poster that provides specified information relating to human trafficking and the National Human Trafficking Resource Center Hotline. Defines "establishment". Establishes penalties for violations of the poster requirement. Effective July 1, 2050.

RELATING TO PROSTITUTION. Authorizes a person convicted of committing the offense of prostitution to file a motion to vacate the conviction under certain circumstances. Establishes procedures for the motion to vacate. Effective July 1, 2050.

RELATING TO MINORS. Establishes a new chapter for the safe harbor of sexually exploited children. Expands the scope of the domestic violence and sexual assault special fund annual report to the legislature. Establishes that persons who are under eighteen and suspected of or charged with certain offenses of prostitution shall not be prosecuted. Effective January 7, 2059.

RELATING TO LIMITATION OF ACTIONS. Extends the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor against the person who committed the act. Revives for a two-year period certain actions for which the statute of limitations had previously lapsed. Authorizes a court to award attorney's fees to a defendant when an accusation of sexual abuse was made with no basis in fact and with malicious intent. Effective July 1, 2050.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 2 copies to Room 306, in the State Capitol;
FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
