RELATING TO TECHNOLOGY. Places the Hawaii 3Ts school technology laboratories fund under the Department of Business, Economic Development, and Tourism. Effective July 1, 2112.

RELATING TO COMMUNICATIONS TECHNOLOGY. Requires the State and counties to approve, approve with modification, or disapprove all broadband related permits within sixty business days or the application will be deemed approved on the sixty-first business day. Effective July 1, 2112. Sunsets on June 30, 2017.

RELATING TO ECONOMIC DEVELOPMENT. Establishes a venture accelerator funding program under the Hawaii Strategic Development Corporation to assist the State's technology businesses to compete for investment capital. Appropriates funds. Effective July 1, 2112.

RELATING TO HARBORS FIREBOAT. Abolishes statutory requirements to reimburse the city and county of Honolulu for the operation and maintenance of the fireboat and allows for broader flexibility in the management of fireboat operations by the department of transportation. Effective January 1, 2013.

RELATING TO THE COMMERCIAL HARBORS. Amends chapter 266, HRS, to clarify that persons cited for non-criminal violations may appeal through an administrative hearing; clarifies that enforcement agents such as the harbor master, harbor agents, facility security officer, or district manager can issue citations for non-criminal violations; provides that penalties and fines are deposited into the harbor special fund; allows the Department of Transportation to seek reimbursement from tenants or harbor users that violate security rules in harbor-secured areas. Broadens the definition of law enforcement officer to include any employee, officer, or representative of the Department of Transportation conferred by the director with police powers.

RELATING TO THE TAX LIEN AND ENCUMBRANCE RECORD. Allows the recordation of outstanding judgments payable to state or county agencies as a condition precedent to a vehicle's renewal, registration, or transfer of ownership. Exempts state and county agencies from paying the tax lien and encumbrance record statutory fee if state and county agencies to provide to the director of finance the license plate number or vehicle identification number. Allows taxpayer to enter into agreement with the department of taxation to pay the delinquent taxes in lieu of full payment to avoid recordation of a tax lien and encumbrance record.

RELATING TO LIGHT POLLUTION. Requires new and replacement state outdoor light fixtures in counties with a population of at least 100,000 to be fully shielded and to have a correlated color temperature of 4,000 Kelvin or less beginning July 1, 2014, with certain exemptions. Effective July 1, 2014.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
