RELATING TO AIRPORT REVENUE. Provides more flexibility to the department of transportation in renting land and facilities at airports for revenue generation purposes.

RELATING TO TRANSPORTATION. Authorizes the Department of Transportation to extend the term of an airport concession, and to modify and amend the terms of any concession contracts, leases, and permits in exchange for revenue-enhancing improvements that are made or paid for by the concession. Effective July 1, 2012. Repeals July 1, 2014.

RELATING TO ELECTRIC VEHICLES. Codifies certain provisions of Act 290, Session Laws of Hawaii 1997, and repeals the rest. Authorizes the Department of Transportation to adopt rules for the registration of, and issuance of license plates for electric vehicles. Exempts electric vehicles from parking fees under certain conditions.

RELATING TO ELECTRIC VEHICLE PARKING. Clarifies the electric vehicle parking requirement. Allows an electric vehicle parking space with a charging system to be located anywhere in the parking lot or structure. Prohibits parking spaces designated for electric vehicles from displacing or reducing accessible stalls required by the Americans with Disabilities Act Accessibility Guidelines. Effective January 1, 2013, imposes a warning on any person who parks an unauthorized vehicle in a space designated for electric vehicles.

RELATING TO PROCUREMENT. Allow any utility owners whose facility occupies State Highway right-of-way to provide their share of costs up front to the affected state agency for encumbrance of funds in related contracts by way of an agreement to pay.

RELATING TO TRANSPORTATION. Extends until June 30, 2016: the increase in the rental motor vehicle surcharge tax to $7.50 per day; the deposit of a portion of the tax into the general fund; and the suspension of the rental motor vehicle customer facility charges. Allocates a portion of the foregoing taxes for deposit to the rental motor vehicle customer facility charge special fund. Authorizes issuance of rental motor vehicle customer facility revenue bonds.
