RELATING TO LIVESTOCK FEED. Creates a livestock feed feasibility pilot project to investigate the viability of producing and processing livestock feed in Hawaii. Authorizes the issuance of general obligation bonds from the Agricultural Development and Food Security Special Fund. Allocates a portion of the funds as matching funds for a federal construction grant to build a pilot-scale feed mill.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2011-2012 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services. Effective upon approval.

RELATING TO THE TRICARE PROGRAM. Makes permanent the general excise tax exemption on amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States. Effective July 1, 2012.

MAKING AN APPROPRIATION FOR THE HAWAII HEALTH AUTHORITY. Makes an appropriation for the Hawaii health authority.

RELATING TO DISPOSITION OF DEAD HUMAN BODIES. Repeals the authority of the Department of Health to deliver or distribute an unclaimed dead human body to a university, hospital, or institution for medical education and research purposes. Clarifies the responsibilities of the person who has possession, charge, or control of an unclaimed dead human body with respect to gathering and providing information to state agencies.

RELATING TO DEATH BENEFITS. Makes permanent the decreased funeral benefit for medical and financial assistance recipients, establishes that DHS may bear the cost for crematory and mortuary services for unclaimed dead human bodies and that DHS may approve a determination that a dead human body is unclaimed.

RELATING TO INFORMATION ACCESS. Appropriates funds for the vocational rehabilitation and services for the blind division of the department of human services to contract for a telephone-based service to provide access to timely print media.

RELATING TO THE AGING AND DISABILITY RESOURCE CENTERS. Establishes and appropriates funds for aging and disability resource centers in each county to streamline access to long-term supports and services for older adults, persons with disabilities, and family caregivers.

RELATING TO EXEMPTIONS FROM CHILD CARE LICENSING. Adds exemptions for any kindergarten, school, or program licensed by the charter school review panel, the Hawaii Council of Private Schools, or any federal agency and certain child care programs conducted by the counties from child care licensing by the department of human services. Effective July 1, 2013.

RELATING TO CONTRACT PROPOSALS FOR CHILD CARE. Allows the department of human services to accept contract proposals from organizations that are not yet licensed to operate a child care program at locations specified by the department.

RELATING TO HEALTH INSURANCE. Prohibits an insurer from requiring a doctor's referral for annual covered screening mammograms for insureds over the age of forty.
