RELATING TO TAX CLEARANCE FEES. Authorizes fees to obtain a tax clearance or a certified copy of a tax clearance; provided that electronic filing of a tax clearance request is available without charge.

RELATING TO THE LEGACY LAND CONSERVATION COMMISSION. Authorizes the Chairperson of the Natural Area Reserves System Commission to designate a representative from the Natural Area Reserves System Commission to serve on the Legacy Land Conservation Commission and authorizes the members of the Legacy Land Conservation Commission to elect their own chairperson.

RELATING TO INFORMATION TECHNOLOGY. Authorizes the issuance of special purpose revenue bonds to assist Clearcom, Inc., or a partnership headed by Clearcom, Inc., with planning, permitting, designing, constructing, equipping, and operating broadband infrastructure throughout the State. Effective July 1, 2112.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR LE JARDIN ACADEMY. Authorizes the issuance of special purpose revenue bonds for Le Jardin Academy for the planning, acquisition, construction, improvement, and equipping of its educational facilities.

RELATING TO LIBRARIES. Revises chapter 312, HRS, to accurately reflects long-standing board of education and Hawaii state public library system practices.

RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM. Clarifies that the transfer of certain functions pertaining to education personnel and facilities by Act 51, Session Laws of Hawaii 2004, does not apply to the Hawaii State Public Library System and its employees.

RELATING TO EDUCATION. Amends or repeals various provisions of Chapter 302A, Hawaii Revised Statutes, for housekeeping and other purposes. Effective July 1, 2050.

RELATING TO CIVIL ACTIONS FOR DISCRIMINATORY PRACTICES IN REAL PROPERTY TRANSACTIONS. Grants the right to file a civil action for housing discrimination within two years of occurrence or termination of an alleged discriminatory practice. Directs the Hawaii Civil Rights Commission to issue a right to sue on a complaint if a similar civil action has been filed.

RELATING TO UNCLAIMED PROPERTY. Requires holders of unclaimed property to remit all property with their November 1 report and corrects references to the Unclaimed Property Trust Fund. Effective January 9, 2059.

RELATING TO THE PRESERVATION OF HAWAII'S MOVING IMAGES. Designates ‘Ulu‘ulu: The Henry Ku‘ualoha Giugni Moving Image Archive of Hawai‘i as the state archive for moving images; establishes a special fund.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS. Extends the repeal date in Act 187, Session Laws of Hawaii 2010, to continue the pilot project that enables the Department of Hawaiian Home Lands to begin housing and other projects without having the full amount of the cost of the projects on hand at the start of the project. Requires report to the legislature no later than twenty days prior to the convening of the regular sessions of 2013 to 2015 on the status of the pilot project.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
