Provides unspecified employer contributions amounts for plan years 2011‑2012 and 2012‑2013 for Hawaii Employer-Union Health Benefits Trust Fund health benefit plan premiums for the employees of collective bargaining unit (9) and their excluded counterparts. Effective retroactive on July 1, 2011.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Allows licensing boards to: (1) allow applicants to demonstrate competency in lieu of work experience requirements; and (2) establish procedures to expedite the issuance of licenses, certifications, or permits to military spouses. Effective July 1, 2030.

RELATING TO THE WEST MAUI OCEAN RECREATION MANAGEMENT AREA. Requires DLNR to establish a west Maui ocean recreation management area advisory committee to advise DLNR on issues relating to the state waters within the west Maui ocean recreation management area, particularly with respect to the waters adjacent to Kaanapali on the island of Maui. Effective July 1, 2020.

RELATING TO GREENWAYS. Establishes the position of Statewide Greenways and Trails Facilitator in the Office of Planning. Directs the Office of Planning to contract with a consultant to develop a plan for the establishment and implementation of a statewide greenways plan. Appropriates funds. Effective July 1, 2012.

RELATING TO BUSINESS DEVELOPMENT IN HAWAII. Authorizes the Director of Business, Economic Development, and Tourism to issue revenue bonds for qualified media infrastructure projects. Creates a special fund for disbursement of funds. Requires matching funds and post-audits. Effective July 1, 2112.

Persons wishing to offer comments should submit testimony at least 2 minutes prior to the hearing with a transmittal cover indicating:

· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
