RELATING TO ELECTRIC VEHICLE PARKING. Clarifies the electric vehicle parking requirement. Allows an electric vehicle parking space with a charging system to be located anywhere in the parking lot or structure.

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM. Requires reading, math, science, and other assessments administered to students in grades three through six of the department of education's Hawaiian language immersion program to be developed originally in the Hawaiian language; requires the board of education to adopt rules establishing procedures for the development of these assessments in collaboration with the Hawaiian language community; requires status reports to the 2013 and 2014 legislatures.

RELATING TO THE ARTS. Allows fifty per cent of the works of art special fund to be used for performing arts and their related costs. Effective July 1, 2012.

RELATING TO HUMAN SERVICES. Requires the State to pay interest on late payments to an operator of an adult day care facility, community care foster family home, or adult residential care home. Effective July 1, 2050.

RELATING TO FOOD SELF-SUFFICIENCY. Creates a new chapter in the Hawaii Revised Statutes requiring the Department of Agriculture to develop a food sustainability standard to promote local food production to help diversify the local economy.

RELATING TO THE OFFICE OF LANGUAGE ACCESS. Transfers the Office of Language Access to the Department of Health, as an administratively attached agency. Effective July 1, 2012.

RELATING TO ADULT ABUSE PERPETRATOR CHECKS FOR CHILD CARE PROVIDERS. Allows the Department of Human Services to conduct adult abuse perpetrator checks on providers, license-exempt pursuant to section 346-152, Hawaii Revised Statutes, that care for children receiving child care subsidies from the department, applicants who want to operate a child care facility, prospective employees of the applicant, licensed child care providers, and new employees of the registered or licensed provider.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
