RELATING TO THE HAWAII EMPLOYER‑UNION HEALTH BENEFITS TRUST FUND. Eliminates medicare part B reimbursements for employee-beneficiaries and spouses of employee-beneficiaries hired after June 30, 2012. Effective July 1, 2012.

RELATING TO ENERGY. Amends the ethanol facility income tax credit to apply to several types of renewable fuel and reduces the aggregate dollar cap for the credit. Establishes a tax credit for the growing of feedstock to be used in renewable fuel production and establishes an aggregate cap. Applies to taxable years beginning after December 31, 2012. Effective December 31, 2012.

RELATING TO STATE FUNDS. PROPOSED HD1: Authorizes the transfer during fiscal year 2012-13 of $140,000 from the agricultural loan revolving fund to the pest inspection, quarantine, and eradication fund. Appropriates $140,000 for a program to control and eradicate the coffee borer beetle.

RELATING TO COLLECTIVE BARGAINING. Repeals the prohibition of using arbitration to resolve impasses or disputes relating to state and county EUTF contributions. Authorizes the arbitration panel to decide on EUTF contributions. Specifies EUTF and group life insurance contributions must be negotiated for active employees. Stipulates that if the Legislature fails to fund a negotiated or arbitrated costs items for EUTF and group life insurance contributions, negotiations on all negotiable items may be reopened. Repeals an obsolete provision.

RELATING TO ENERGY. Extends the repeal date of the energy systems development special fund to 2015 to match that of the environmental response, energy, and food security tax.

RELATING TO ENERGY. Applies the National Fire Protection Association's Hydrogen Technologies Code to hydrogen production, storage, use, and handling for stationary and portable applications in the State and establishes the state hydrogen permitting authority. Contains appropriation. Effective July 1, 2012.

RELATING TO TAXATION. Amends various income tax credits to provide that the basis of eligible depreciable property for state income tax purposes shall be reduced by the amount of the tax credit claimed.

RELATING TO RENEWABLE ENERGY. Limits the claimable tax credit to each subject tax map key number rather than each renewable energy system on a subject tax map key number. Effective January 1, 2013, and applies to tax years beginning after December 31, 2012.

RELATING TO RENEWABLE ENERGY. Prohibits state and county agencies from entering into an energy agreement or contract to install a renewable energy system with a private provider who has claimed the renewable energy technologies tax credit. Authorizes the issuance of general obligation bonds for renewable energy systems for state facilities. Effective January 1, 2013.
