Issues general obligation bonds to fund the repair and
maintenance or capital renewal and deferred maintenance projects of various
departments, the University of Hawaii, Hawaii health systems corporation, and
the judiciary. Exempts contracts of less than $500,000 entered into by the department
of education, University of Hawaii, department of accounting and general
services, department of agriculture, department of defense, department of
health, Hawaii health systems corporation as a body corporate and politic,
department of human services, department of land and natural resources,
department of public safety, and judiciary from the procurement code.
Provides for exemptions from county permitting, licensing, and certification
requirements. Makes certain procurement provisions permanent. Requires the
procurement policy board to create an expedited procurement process for
contracts resulting from appropriations made pursuant to this Act.

Requires a pretrial risk assessment within three
working days of commitment to a community correctional center. Increases the
membership of the Hawaii paroling authority from 3 to 5 members and requires
use of validated risk assessments. Limits length of incarceration for
first-time parole violators. Increases the percentage deducted from inmates'
earnings for restitution payments. Requires parole supervision prior to
maximum sentence date. Adds positions in the PSD. Appropriates funds.

Authorizes director of transportation to impose toll
charges on existing highways or construct new toll roads. Provides for
agreement with private entities to construct, operate, and maintain toll
roads. Prohibits toll roads where there is no alternative route available for
use without a toll being charged. Requires prior feasibility study.

RELATING TO HIGHWAY SAFETY.
Clarifies recommendations of the ignition interlock
implementation task force. Allows for renewal of a driver's license revoked
for impaired driving. Allows repeat intoxicated drivers to install ignition
interlock devices in any vehicle they operate, by eliminating the requirement
to surrender motor vehicle registrations and license plates. Provides
guidelines for ignition interlock instruction permits and ignition interlock
permits. Allows individuals with a lifetime revocation to apply for
reinstatement of license and privilege to operate a motor vehicle without an
ignition interlock after three years with an ignition interlock permit. Requires
courts to grant petition for reinstatement if certain requirements are met.
Makes housekeeping amendments to chapter 291E. Effective January 7, 2059.

RELATING TO AGRICULTURE.
Amends important agricultural land tax credit to allow
an additional fifteen per cent credit for drought mitigation and change the
tax credit cap from $7,500,000 per year to $5,000,000 per year for the 2012
tax year and $7,000,000 per year for the 2013, 2014, and 2015 tax years.
Creates a livestock feed tax credit for 2012. Creates feed development tax
credit program from January 1, 2013, to December 31, 2014.

RELATING TO MEDICAID.
Requires certain medicaid recipients to pay a copayment
for prescription drugs covered under the recipients' medicaid benefits in
accordance with a system developed by the Department of Human Services.
Requires the Department of Human Services to seek the approval of the Centers
for Medicare and Medicaid Services prior to the establishment and
implementation of such a system.
