RELATING TO WORKFORCE INFORMATION. Requires the Director of Human Resources Development to annually report workforce demographic information to the Legislature. Effective July 1, 2012.

RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS. Removes the department of human resources development's requirement to report expenditures on qualified community rehabilitation programs to the legislature.

RELATING TO THE WEED AND SEED PROGRAM. Establishes the Weed and Seed program under the Department of Labor and Industrial Relations. Appropriates an unspecified amount to the Young Men's Christian Association of Honolulu as a grant to support the Weed and Seed program on Oahu. Appropriates $336,000 for fiscal year 2012-2013 to maintain and expand the program. Effective 1/7/2059.

RELATING TO THE ADVISORY COUNCIL FOR COMMUNITY SERVICES. Abolishes the Advisory Council for Community Services.

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR COUNTY EMPLOYEES. Allows counties to conduct criminal history checks on prospective liquor commission employees, prospective employees working with vulnerable adults or seniors, employees for fire department and emergency medical services positions, and emergency management employees with certain additional requirements. Effective January 7, 2059.

RELATING TO THE PRETAX TRANSPORTATION BENEFIT. Allows the chief executive of certain jurisdictions of the State, including the counties, to establish a wage and salary reduction benefit program which qualifies as a pretax transportation benefit program within the meaning of section 132 of the Internal Revenue Code. Authorizes the chief executive to enter into all contracts necessary to establish, administer, and maintain such a program.

RELATING TO APPRENTICESHIP. Amends the state apprenticeship law to conform to new federal regulations on apprenticeship in 29 Code of Federal Regulations part 29.

RELATING TO EMPLOYMENT SECURITY. Authorizes certain private employers to administer a work-sharing plan to avoid temporary layoffs, if approved by the Department of Labor and Industrial Relations. Allows employees under a work-sharing plan to receive unemployment benefits to compensate for lost wages. Requires employees to be employed for not less than 90 days to be eligible for participation in a work-sharing program. Requires an employer to notify employees eligible to participate in a work-sharing program that unemployment compensation benefits may be affected if an employee becomes unemployed in the future. Effective September 1, 2013.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
