RELATING TO THE TRICARE PROGRAM. Excludes from the general excise tax, amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States. Effective July 1, 2012.

RELATING TO THE UNIVERSITY OF HAWAII AT HILO. Appropriates funds to establish a medical residency program at the University of Hawaii at Hilo. Effective July 1, 2050.

RELATING TO MARRIAGE LICENSE FEES. Raises the marriage license fee from $60 to $100. Specifies that $40 for each marriage license shall be issued to the credit of the Vital Statistics Improvement Special Fund under section 338-14.6, Hawaii Revised Statutes.

RELATING TO VITAL STATISTICS FEES. Raises the fees associated with vital statistics certified copy and expedited and correction services.

RELATING TO THE CENTER FOR NURSING. Makes permanent the assessment and deposit of center for nursing fees into the compliance resolution fund and distribution of those funds to the credit of the center for nursing special fund.

RELATING TO MENTAL HEALTH. Authorizes the emergency examination of a patient by telemedicine in geographically remote areas of the State for the purposes of emergency hospitalization in a psychiatric facility. Effective July 1, 2050.

RELATING TO HEALTH CARE COORDINATION. Establishes a public-private partnership in a county with a population between 100,000 and 170,000; partnership to develop an integrated system to deliver health care across the spectrum of care; partnership to work at addressing the current crisis in acute care.

RELATING TO MEDICAL CLAIM CONCILIATION. Amends the medical tort chapter of the Hawaii Revised Statutes, to make the medical claims conciliation process less adversarial and to emphasize inquiry, conciliation, and settlement. Renames the panels to medical inquiry and conciliation panels. Effective January 7, 2059.

RELATING TO BACKGROUND CHECKS. Permits the Department of Health to allow a designee to conduct criminal history record checks on its behalf on certain healthcare workers, employees, and owners, operators of care homes, or other healthcare organizations. Effective January 7, 2059.

RELATING TO BIRTH CERTIFICATES. Provides amended birth certificates for persons who have undergone a gender transition. Effective July 1, 2050.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
