RELATING TO INSURANCE. Temporarily establishes a higher medical loss ratio for a tax-exempt mutual benefit society's or health maintenance organization's health insurance plan than the ratio set under the federal Public Health Service Act. Requires, when reviewing rate filings, the insurance commissioner to consider the medical loss ratio of the filer. Requires the insurance commissioner to submit a report to the governor and legislature before the convening of the regular session of 2014 on the impacts of this Act. Repealed on January 1, 2015. Effective July 1, 2050.

RELATING TO ENERGY. Amends the ethanol facility income tax credit to apply to several types of renewable fuel and reduces the aggregate dollar cap for the credit. Establishes a tax credit for the growing of feedstock to be used in renewable fuel production and establishes an aggregate cap. Applies to taxable years beginning after December 31, 2012. Effective December 31, 2012.

RELATING TO HOUSING. Temporarily allows the dwelling unit revolving fund to reimburse the general fund for the principal of general obligation bonds issued for housing projects and programs. Appropriates the moneys reimbursed to repair and maintain public housing units. Effective on 7/1/12, and terminates on 6/30/14.

RELATING TO CAPITAL IMPROVEMENTS. PROPOSED HD1: Makes appropriations from general obligation bonds and certain special funds for the planning and design of future construction projects. Expressly authorizes the use of capital improvement project appropriations and revenue bond proceeds for contracting costs. Effective 07/01/2012.

RELATING TO TRANSPORTATION. Amend chapter 266, Hawaii Revised Statutes, to exempt the Department of Transportation, Harbors Division, from the permit and site plan approvals requirements relating to submerged lands within the conservation district.

RELATING TO SPECIAL MANAGEMENT AREAS. Exempts any state or county CIP from special management area guidelines and requirements.

RELATING TO ECONOMIC REVITALIZATION. Temporarily allows exemptions from the environmental review process under chapter 343, HRS, for certain narrowly defined state or county construction projects.

RELATING TO COASTAL ZONE MANAGEMENT. PROPOSED HD1: Makes the office of planning responsible for granting or denying special management area permits for state projects. Makes the office of planning responsible for granting or denying shoreline setback variances for state structures or activities. Repeals provision requiring department of transportation facilities to be found not in conflict with county ordinances, zoning laws, and building codes. Sunsets on 06/30/15.

RELATING TO STATE FUNDS. PROPOSED HD1: Authorizes the transfer during fiscal year 2012-13 of $140,000 from the agricultural loan revolving fund to the pest inspection, quarantine, and eradication fund. Appropriates $140,000 for a program to control and eradicate the coffee borer beetle.
