RELATING TO BONE MARROW TRANSPLANTS. Appropriates funds, subject to a dollar-for-dollar match in private funds, as a grant subject to chapter 42F, Hawaii Revised Statutes, for Hawaii Pacific Health to establish a bone marrow transplant center in Hawaii. Effective July 1, 2012.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST ST. FRANCIS HEALTHCARE SYSTEM OF HAWAII. Authorizes the issuance of special purpose revenue bonds of up to $80,000,000, for St. Francis Healthcare System to finance the construction, improvement, and equipment of its healthcare facilities. Effective July 1, 2050.

RELATING TO EMERGENCY MEDICAL CARE. Makes an appropriation to expand emergency medical services and ambulance services on the Leeward Coast of Oahu. Makes a grant pursuant to Chapter 42F to Wahiawa General Hospital to provide additional emergency room services.

RELATING TO HEALTH. Authorizes the assimilation of Hawaii Medical Center-East into the Hawaii Health Systems Corporation. Appropriates funds. Effective July 1, 2012.

RELATING TO LONG-TERM CARE FACILITIES. Establishes a nursing facility sustainability fee and a special fund to receive moneys from the nursing facility sustainability fee to receive federal Medicaid matching funds under the QUEST Expanded Medicaid Section 1115 Demonstration Waiver. Requires the Department of Human Services to charge and collect a provider fee on health care items or services provided by nursing facilities. Effective July 1, 2012, and repealed on June 30, 2013.

RELATING TO HOSPITALS. RELATING TO CONCUSSIONS. Requires the DOE and the Hawaii High School Athletic Association to develop a concussion awareness program to provide guidelines for public and private schools.

RELATING TO STROKE TREATMENT. Establishes a statewide stroke system of care by designating primary stroke centers and acute stroke capable centers. Defines emergency services training and transport protocols. Establishes a stroke registry working group. Establishes a stroke system of care task force. Effective July 1, 3000.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
