Exempts the upgrading and new construction of broadband facilities on state and county property from state and county permitting processes.  Effective July 1, 2112.  Sunsets on   June 30, 2017.

Requires the State and counties to approve, approve with modification, or disapprove all broadband related permits within forty-five days.  If no action is taken, the application will be deemed approved on the forty-sixth day.

RELATING TO TELECOMMUNICATIONS.

Exempts the upgrading of existing wireless telecommunications facilities from state and county permitting processes.  Provides expedited permits for siting of wireless telecommunication facilities and proposed new tower and antenna support structure.  Effective July 1, 2112, to June 30, 2017.  Repeals in five years.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Transfers the Pacific international space center for exploration systems from the University of Hawaii to the Department of Business, Economic Development, and Tourism's office of aerospace development.  Establishes a Pacific international space center for exploration systems board of directors.  Appropriates funds.  Authorizes general obligation bonds.  Effective July 1, 2112.

RELATING TO AEROSPACE HIGH TECHNOLOGY DISTRICTS.

Authorizes aerospace high technology parks as a permitted use within an agricultural district on land whose soil is classified with the overall (master) productivity rating class C, D, or E.  Requires the parks to obtain a special permit.  Effective July 1, 2112.

RELATING TO THE CREATIVE MEDIA INDUSTRY.

Authorizes the Department of Land and Natural Resources to lease public lands for purposes of developing creative media production and post-production facilities by negotiation, without public auction.  Effective July 1, 2020.

Establishes a Venture Accelerator Funding Program under the Hawaii Strategic Development Corporation to assist the State's technology businesses to compete for investment capital.  Appropriates funds.  Effective July 1, 2112.

RELATING TO HIGH TECHNOLOGY.

Extends the tax credit for qualified research activities for five years.  Sunset 12/31/16.  Requires the UH to extend the current land lease with the high technology development corporation for no less than 25 years from the date of expiration.

RELATING TO BUSINESS DEVELOPMENT IN HAWAII.

Authorizes the Director of Business, Economic Development, and Tourism to issue revenue bonds for qualified media infrastructure projects.  Creates a special fund for disbursement of funds.  Requires matching funds and post-audits.  Effective July 1, 2112.

Status

RELATING TO THE ECONOMY.

Extends the motion picture, digital media, and film production tax credit until January 1, 2025 from January 1, 2016.  Raises the qualified production credit ceiling to $10,000,000 from $8,000,000.  Separates the calculation of the credit amount based on wages and salaries from the credit amount based on other qualified production costs.  Provides different credit amounts based on residence within the counties for the wages and salaries paid to all cast, crew, and musicians of the qualified production, plus an additional 5 percent credit amount on wages and salaries of cast, crew, and musicians wo are state residents.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
