MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2011-2012 to address the budget shortfall in the general assistance program (HMS 204) in the Department of Human Services.

RELATING TO THE EMERGENCY AND BUDGET RESERVE FUND. Appropriates moneys from the emergency and budget reserve fund to DHS for child abuse and neglect social services. Effective July 1, 2050.

RELATING TO HUMAN SERVICES. Allows the Department of Human Services to draw from other funds appropriated to the Department of Human Services in the event the General Assistance appropriation is insufficient to meet General Assistance benefits payments.

RELATING TO APPROPRIATIONS FOR THE HONOLULU FAMILY JUSTICE CENTER. Appropriates funds to the Department of the Prosecuting Attorney of the City and County of Honolulu for the Honolulu Family Justice Center. Allows for private donations to be accepted to fund the Honolulu Family Justice Center. Effective January 7, 2059.

RELATING TO FEES FOR CHILD CARE LICENSING AND REGISTRATION. Allows the Department of Human Services to charge reasonable fees to obtain a child care license or certificate of registration and establishes a special fund.

RELATING TO CHILDREN AND YOUTH. Authorizes public events celebrating Children and Youth Day and the Children and Youth Summit to be held on state capitol grounds on the first Sunday in October, unless otherwise determined by the governor. Effective July 1, 2050.

RELATING TO HUMAN SERVICES. Raises the asset limit for public assistance programs from $5,000 to $10,000. Requires the Department of Human Services to conduct a study on asset limits.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
