RELATING TO THE ZIPPER LANE. Requires the Department of Transportation to conduct a feasibility study on the extension of the zipper lane westward from Waipahu toward Kapolei, west of the Kunia on-ramp. Requires the Department of Transportation to submit a report to the Legislature twenty days prior to the convening of the Regular Session of 2014. Appropriates funds for the study. Effective July 1, 2012.

RELATING TO TOLL ROADS. Authorizes director of transportation to impose toll charges on existing highways or construct new toll roads. Provides for agreement with private entities to construct, operate, and maintain toll roads. Prohibits toll roads where there is no alternative route available for use without a toll being charged. Requires prior feasibility study.

RELATING TO DRIVER LICENSING. Directs the Director of the Department of Transportation to select a statewide driver's license reciprocity committee to evaluate foreign countries' requests for driver's license reciprocity to ensure the standards of the foreign countries' driver's license testing is equivalent to Hawaii's driver's license testing. Effective July 1, 2020.

RELATING TO CIVIL IDENTIFICATION. To make the Director of Transportation responsible for the non-driver's identification card program for the State of Hawaii and to have the non-drivers' identification cards issued by the examiners of drivers in each county to comply with the federal REAL ID Act of 2005, division B of Public Law No. 109-13, by January 15, 2013.

RELATING TO HIGHWAY SAFETY. Establishes a photo speed imaging detector system program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for generation of the program. Appropriates funds. Effective January 7, 2059.

RELATING TO HIGHWAY SAFETY. Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation. Effective July 1, 2013. Appropriation effective on January 7, 2059.

RELATING TO HIGHWAY SAFETY. Clarifies recommendations of the ignition interlock implementation task force. Allows for renewal of a driver's license revoked for impaired driving. Allows repeat intoxicated drivers to install ignition interlock devices in any vehicle they operate, by eliminating the requirement to surrender motor vehicle registrations and license plates. Provides guidelines for ignition interlock instruction permits and ignition interlock permits. Allows individuals with a lifetime revocation to apply for reinstatement of license and privilege to operate a motor vehicle without an ignition interlock after three years with an ignition interlock permit. Requires courts to grant petition for reinstatement if certain requirements are met. Makes housekeeping amendments to chapter 291E. Effective January 7, 2059.

· The Committee the comments are directed to;
· The date and time of the hearing;
