RELATING TO CONTINUING EDUCATION FOR VETERINARIANS. Establishes veterinary license renewal requirement of twenty continuing education credit hours.

RELATING TO UNIFORM COMMERCIAL CODE ARTICLE 9. Implements the amendments to Article 9 of the Uniform Commercial Code, relating to secured transactions, set forth by the Uniform Law Commission. Effective July 1, 2013.

RELATING TO PORTABLE ELECTRONICS INSURANCE. Establishes provisions for the sale of portable electronics insurance. Requires vendors to hold a limited lines license to sell or offer coverage under a policy. Effective January 1, 3000.

RELATING TO ESCROW DEPOSITORIES. Amends the fee structure for services provided by the Division of Financial Institutions of the Department of Commerce and Consumer Affairs for escrow depository regulation; amends fines for violations of escrow depository regulations; and adjusts bond requirements for escrow depositories. Effective January 1, 3000.

RELATING TO FINANCIAL INSTITUTIONS. Adjusts regulatory fees for financial institutions to more accurately reflect today's economy. Effective July 1, 3000.

RELATING TO MONEY TRANSMITTERS. Authorizes the Commissioner of Financial Institutions to require money transmitters to register with the Nationwide Mortgage Licensing System; amends the fee structure for services provided by the Division of Financial Institutions for the regulation of money transmitters; amends the fine for violations of money transmitter regulations. Prohibits the Commissioner from establishing or adjusting fees by rule. Effective July 1, 3000.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
