Expands membership on the Task Force on Vog to include any representative or senator representing a district on the Island of Hawaii that is impacted by vog.

RELATING TO FIREWORKS.

Amends the definition of "display fireworks".  Restricts the importation of display fireworks to amounts necessary for a permitted display, except for qualified importers of certain fireworks.  Amends fireworks shipment documentation requirements.  Amends labeling requirements for imported display fireworks.

RELATING TO THE MILITARY.

Requires the Governor to enter into a memorandum of understanding with the U.S. Department of Defense to provide continued support for the military's presence in Hawaii.

RELATING TO VETERANS.

Removes the residency requirements for the burial of members of the armed services and their dependents in veterans cemeteries.  Establishes criteria consistent with the United States Department of Veterans Affairs eligibility requirements for burial in a national cemetery.

RELATING TO CONSUMER PROTECTION.

Authorizes the director of commerce and consumer affairs to enforce certain federal laws to protect military members and their families from abusive lending practices.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Allows professional and vocational licensing boards to accept military education, training, and service toward the qualifications for a license.  Allows the boards to adopt rules.  Effective July 1, 2030.

RELATING TO HIGHER EDUCATION.

Amends the University of Hawaii college-credit equivalency program to include service in the United States armed forces. Requires the program to develop a learning assessment to determine eligibility.  Effective July 1, 2020.

Status

RELATING TO A VETERANS TREATMENT COURT.

Establishes the Temporary Hawaii Veterans Treatment Court within the First Judicial Circuit Court.  Appropriates funds.  Effective January 7, 2059, and repealed on June 30, 2021.

·     Measure number; and

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
