How will federal budget actions affect Hawai'i?
Michael Bird, Senior Federal Affairs Counsel for the National Conference of State Legislatures (NCSL), will be providing the Joint Committee a briefing on the federal budget, budget deliberations, and the potential consequences to states of federal action or inaction. Mr. Bird has worked for NCSL for 25 years. In his current capacity, he coordinates NCSL lobbying activities on Capitol Hill in Washington, D.C, and serves as NCSL’s liaison to congressional leadership offices and the White House.
According to data in an October 2011 state policy report issued by Federal Funds Information for States (FFIS), a non-partisan group with a mission to track and report the fiscal impact of federal budget and policy decisions on state budgets and programs, Hawaii scores high in several categories of federal funding. Unfortunately, this means that the fragile economic recovery that has begun in Hawaii could be derailed by federal policies and budget decisions. Based on 2010 data:

The FFIS report concluded that,"… states find themselves closely attending to a wider array of fiscal connections with the federal government than in the past. With that in mind, it is important to understand the extent to which the federal government's role in state budgets and economies increased over the decade since FY 2000, and to prepare for a future where the federal government's role could be greatly diminished."
