RELATING TO THE PETROLEUM INDUSTRY. PROPOSED HD1: Requires motor vehicle fuel wholesalers and similar entities that offer volume discounts to any retail service station to offer the same volume discounts to all retail service stations. Allows gasoline dealers to enter into cooperative purchasing agreements to acquire discounts on gasoline purchases.

RELATING TO BROADBAND. Creates broadband special fund to support funding public school broadband and laptop initiatives. Beginning 01/01/13, freezes appropriations of moneys derived from cable fees at the lesser of the 2011 appropriation or the amount that a recipient would otherwise receive in the current year. Requires excess moneys to be deposited into the broadband special fund. Effective 07/01/12 and repealed 06/30/17.

RELATING TO VACANCIES. Amends the deadline to file nomination papers associated with filling a vacancy in the membership of the board of trustees of OHA, to ensure compliance with provisions of the National Defense Authorization Act for Fiscal Year 2010, P.L. 111-84, mandating the mailing of absentee ballots to uniformed and overseas voters no later than forty-five days prior to an election.

RELATING TO KIKALA-KEOKEA. Provides an additional period of ten years within which lessees of the Kikala-Keokea homestead may construct dwellings, as required in their leases, commencing upon the effective date of this Act.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS. Exempts expenditures less than $250,000 from trust funds identified in section 213(d), Hawaiian Homes Commission Act, 1920, as amended, from the requirements of chapter 103D, Hawaii Revised Statutes.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Allows the chairman, with unanimous consent of the commission, to suspend administrative rules for the purpose of awarding a lease to a native Hawaiian who has been on the waitlist for at least twenty years.

RELATING TO NATIVE HAWAIIANS. Establishes aha moku advisory committee within the Department of Land and Natural Resources. Makes an appropriation. Effective July 1, 2012.

DECISION MAKING TO FOLLOW
