RELATING TO BUSINESS DEVELOPMENT IN HAWAII. Amends the motion picture, digital media, and film production tax credits to increase the tax credits to unspecified percentages and dollar amounts and to provide additional non-refundable tax credits for qualified media infrastructure projects in certain qualifying counties; provides an additional tax credit for qualified special or visual effects and animation production costs; raises the tax credit caps to unspecified amounts.

RELATING TO THE ECONOMY. Extends the motion picture, digital media, and film production tax credit until 01/01/31 from 01/01/16. Raises the qualified production credit ceiling to $10 million from $8 million. Separates the calculation of the credit amount based on wages and salaries from the credit amount based on other qualified production costs. Provides that the credit amount includes 15% of the wages and salaries paid to all cast, crew, and musicians of the qualified production, plus an additional 5% credit amount on wages and salaries of cast, crew, and musicians who are state residents.

RELATING TO CREATIVE MEDIA DEVELOPMENT. Amends section 235-17, Hawaii Revised Statutes, by expanding the definitions of qualified productions to include animation or special and visual effects and productions for internet distribution and providing the sunset date for the tax credit as amended by this Act as January 1, 2020.

RELATING TO MOTION PICTURES, DIGITAL MEDIA, AND FILM PRODUCTION. Extends the repeal date of Act 88, Session Laws of Hawaii 2006, from January 1, 2016 to January 1, 2021. Extends tax credits for qualified film production costs incurred before January 1, 2021.

RELATING TO NEW MARKETS TAX CREDITS. Expands methods for delivering funding to a community development entity by allowing guarantees and credit enhancements. Increases total maximum funding amounts from $250,000 to $5,000,000.

RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS. Consolidates laws regarding professional employer organizations. Establishes professional employer organization special fund into which registration fees are to be deposited.

RELATING TO HEALTH. Requires employers to provide a minimum amount of paid sick and safe leave to employees to be used to care for themselves or a family member who is ill, needs medical care, or is a victim of domestic violence, sexual assault, or stalking. Effective July 1, 2012. (HB2089 HD1)

RELATING TO THE REGULATION OF TELECOMMUNICATIONS AND CABLE TELEVISION SERVICES. Creates a communications division within the Department of Commerce and Consumer Affairs to regulate telecommunications and cable television services; to promote the development of broadband infrastructure; and to advance the provision of broadband, telecommunications, and video programming services.

RELATING TO DOGS. Requires dog sellers to provide certain information to purchasers at the time of purchase. Provides for remedies in case the dog purchased is unfit for purchase. Establishes duties for both sellers and purchasers.

RELATING TO BROADBAND. Requires the State and counties to approve, approve with modification, or disapprove all broadband related permits within 45 days. If no action is taken, the application will be deemed approved on the 46th day.

RELATING TO BROADBAND. Exempts the upgrading and new construction of broadband facilities on state and county property from state and county permitting processes. Effective 07/01/12 to 06/30/17.

RELATING TO TELECOMMUNICATIONS. Exempts the upgrading of existing wireless broadband facilities from state and county permitting processes. Requires State and counties to give final approval for new wireless infrastructure within 120 days and approve permits for new wireless infrastructure within 45 days. Effective 7/1/12 to 1/1/17.
