RELATING TO THE PROCUREMENT CODE. Suspends the ability of a contractor to protest the awarding of a contract under the State Procurement Code for five years. Effective July 1, 2012.

RELATING TO THE ATTORNEY GENERAL. Allows businesses with less than 150 employees to enter into cooperative purchasing agreements and exempts these agreements from restraint of trade provisions. Requires parties to agreements to file information with the attorney general and pay a filing fee to support enforcement of the information requirement.

RELATING TO HIGH TECHNOLOGY. Establishes a tax credit for ten per cent of qualified labor costs; extends the tax credit for qualified research activities for five years.

RELATING TO ECONOMIC DEVELOPMENT. Expresses as state policy an intent to complete or facilitate the completion of a list of 10 projects by 12/31/23.

RELATING TO SMALL BUSINESS. Requires the Department of Business, Economic Development, and Tourism to convene a working group, administratively attached to the Small Business Regulatory Review Board, to identify redundant and obsolete state and county laws related to small business. Requires reports to the Legislature.

RELATING TO PROFESSIONS AND VOCATIONS. Clarifies the definition of "landscape architect". Replaces the existing definition of "surveyor" or "land surveyor" with definitions for "land surveying" and "professional surveyor", "professional land surveyor", or "land surveyor".

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
