RELATING TO PUBLIC FINANCE.

Establishes the Clean Economy Bank of the State of Hawaii to, among other things:  (1) Enable the State, along with other participating states, territories, and municipalities, to leverage aligned resources and collective influence to build a national clean economy that creates jobs, reduces carbon emissions, and ensures the nation's energy security; (2) Support clean economic development within the State and other participating entities; and (3) Lessen the burden on the State and other participating entities to finance qualified renewable energy and other related purposes.  Effective July 1, 2012.  (Proposed SD1)

RELATING TO RENEWABLE ENERGY.

Establishes a tiered tax credit without a cap for non-utility scale and utility scale solar electricity generating systems. Clarifies the amount of the tax credit for solar energy systems that use energy from the sun to heat water for household use. Eliminates the cap amount for the tax credit for alternative energy systems other than solar water heater systems and wind-powered energy systems.  Effective upon approval.  Applies to tax years beginning after December 31, 2012.  (Proposed SD1)
