Broadens the conditions under which emergency rules may be adopted to include
instances of imminent threat to natural resources or the health of the
environment.

RELATING TO ENDANGERED AND THREATENED SPECIES.
Allows citizen suits to enforce certain conservation statutes, habitat
conservation plans, and safe harbor agreements against any person. Repeals
the prohibition on approval of issuance of new safe harbor agreements,
habitat conservation plans, and incidental take licenses after July 1, 2012.

Establishes a carbon credits program in the department of land and natural
resources. Requires the department to adopt rules for the sale and transfer
of carbon credits among public and private agencies to ensure land
conservation and reduced carbon emission standards.

RELATING TO GEOTHERMAL RESOURCES.
Differentiates between "geothermal resources exploration" and
"geothermal resources development" for purposes of mining leases
and exploration permits. Designates "geothermal resources
exploration" and "geothermal resources development" as
permitted uses in all state land use districts and conservation district zones.
Repeals geothermal resource subzone provisions under state land use law.
Exempts geothermal resources exploration from environmental assessment and
environmental impact statement requirement.
