      Status & Testimony

RELATING TO ENERGY.

Establishes the negotiated partner approach pilot program for energy savings contracts, which allows agencies to forego requests for proposals and negotiate directly with qualified vendors.  Requires the pilot program to be operational from 7/1/12 to 6/30/14.

      Status & Testimony

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Authorizes an agency or an applicant to bypass the preparation of an environmental assessment and proceed directly with an environmental impact statement for proposed actions that are determined to require an environmental impact statement.

      Status & Testimony

RELATING TO SOLID WASTE.

Requires that dumpster bins or other containers used to store solid waste be sheltered or protected from rainwater by a roof, cover, or lid.  Takes effect 1/1/2013.

      Status & Testimony

RELATING TO SOLID WASTE POLLUTION.

Creates a community giveback fee to be assessed against solid waste violators.  Requires State to transfer the community giveback fee to the county in which the violation occurred for disbursal to community organizations located in the affected community.
