RELATING TO NOISE.

Proposed HD1: Authorizes a liquor commission in a county with a population of over 700,000 to establish a pilot program that uses th dBC weighting system for the purpose of community noise control.

Status

RELATING TO ENERGY.

Proposed HD1:  Applies the renewable energy technologies tax credit on a per-property basis.  Prohibits a taxpayer from claiming the renewable energy technologies income tax credit for a renewable energy system installed for a power purchase agreement with any government agency. Increases the credit for systems installed on various types of properties.  Authorizes the issuance of general obligation bonds for renewable energy systems for state facilities.  Applies to taxable years beginning after December 31, 2012.  Effective July 1, 2030.

Status

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Proposed HD1:  Requires the department of business, economic development, and tourism to provide, upon request by the public utilities commission, technological readiness analysis information which the public utilities commission may consider when making final determinations on renewable energy.

Status

RELATING TO ELECTRIC VEHICLES.

Codifies certain provisions of Act 290, Session Laws of Hawaii 1997, and repeals the rest.  Authorizes the Department of Transportation to adopt rules for the registration of, and issuance of license plates for electric vehicles.  Exempts electric vehicles from parking fees under certain conditions.  Effective July 1, 2021.  (SB2746 HD1)

Status

RELATING TO ELECTRIC VEHICLE PARKING.

Clarifies the electric vehicle parking requirement.  Allows an electric vehicle parking space with a charging system to be located anywhere in the parking lot or structure.  Effective January 1, 2013, imposes a warning on any person who parks an unauthorized vehicle in a space designated for electric vehicles.  Effective July 1, 2030.  (SB2747 HD1)

Status

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Authorizes agencies to exempt certain secondary actions from the environmental impact statements law.  Requires that applicants proposing certain actions identified in the environmental impact statements law prepare environmental assessments.  (SB2873 HD1)

Status

RELATING TO ECONOMIC DEVELOPMENT.

Establishes a venture accelerator funding program under the Hawaii Strategic Development Corporation to assist the State's technology businesses to compete for investment capital.  Appropriates funds.  Effective July 1, 2112.  (SB2239 HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
