RELATING TO PUBLIC UTILITIES. Requires the Public Utilities Commission, in exercising its authority and duties, to consider the costs and benefits of a diverse fossil fuel portfolio and of maximizing the efficiency of all electric utility assets to lower and stabilize the cost of electricity. RELATING TO SOLID WASTE. Proposed HD1: Establishes the Community Response Account into which shall be deposited one-half of the fines and penalties collected under sections 342H-9 and 342-10 from the Environmental Response Revolving Fund. Specifies that where a county individually, or the State and a county jointly, initiates and conducts an investigation resulting in the imposition and collection of a fine or penalty, pursuant to section 342H-30(c), Hawaii Revised Statutes, the fine or penalty shall be distributed as follows: (1) one-third to the county department where the investigation was initiated and conducted; (2) one-third into the Environmental Response Revolving Fund; and (3) one-third into the Community Response Account. Effective July 1, 2012

RELATING TO ENERGY. Applies the National Fire Protection Association's Hydrogen Technologies Code to hydrogen production, storage, use, and handling for stationary and portable applications in the State and establishes the state hydrogen permitting authority. Contains appropriation. Effective July 1, 2012.

RELATING TO ENERGY. Requires that the renewable portfolio standards shall be met by requiring that renewable energy whose sources are biogas, biomass, biofuels, or hydrogen shall be locally produced. Defines "locally produced".

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED. Exempts Department of Hawaiian Home Lands lessees from building codes and building-permitting requirements. Requires the Department of Hawaiian Home Lands to establish its own building code and building-permitting requirements. Requires the Department of Hawaiian Home Lands to provide notice of water, sewer, and traffic effects.

RELATING TO ELECTRIC VEHICLE PARKING. Clarifies the electric vehicle parking requirement. Allows an electric vehicle parking space with a charging system to be located anywhere in the parking lot or structure. (HB2485 HD1)

RELATING TO ELECTRIC VEHICLES. Codifies with modifications Act 290, Session Laws of Hawaii 1997, for the registration of, and issuance of license plates for, electric vehicles, and the exemptions from parking fees and high occupancy vehicle lane restrictions. Allows the Department of Transportation to adopt rules for the registration of, and issuance of license plates for, electric vehicles. Effective July 1, 2013. (HB2484 HD1)

RELATING TO NOISE. Authorizes the county liquor commissions to adopt rules and use exclusively the dBC weighting system for the purpose of community noise control.

RELATING TO ENVIRONMENT. Creates a climate change adaptation policy for the State of Hawaii by amending the Hawaii State Planning Act to include climate change adaptation priority guidelines.

RELATING TO RENEWABLE ENERGY. Requires the PUC to direct electric utilities to place special emphasis on utilizing renewable energy sources when crafting integrated resource plans.

DECISION MAKING TO FOLLOW
