RELATING TO PUBLIC UTILITIES. Limits the operations of any electric public utility. Requires acquisition of electricity by a power purchase agreement with an unaffiliated entity. Requires utility to purchase lowest cost nonfossil fuel generated electricity prior to purchasing fossil fuel generated electricity. Requires PUC to establish a statewide electricity rate. Exempts IRC section 501(c)(12) utilities. Prioritizes geothermal as a replacement for fossil fuel. Effective 1/01/15.

RELATING TO ENVIRONMENTAL PROTECTION. Requires businesses in the State to collect a fee for single-use checkout bags provided to a customer. Allows businesses to keep twenty per cent of the fees for the first year of the program and ten per cent of the fees thereafter, subject to income and general excises taxes. Requires fees to be collected on single-use checkout bags not prohibited by county ordinance. Deposits $800,000 annually of fees into a special account in the general fund for costs relating to the single-use checkout buy fee, $11,000,000 into the natural area reserves fund, and the remainder into the general fund. Requires reports to the legislature.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
