RELATING TO ELECTRICITY. Authorizes the Public Utilities Commission to develop, adopt, and enforce reliability standards for electric systems, and to oversee electric grid access; authorizes the Public Utilities Commission to contract for the performance of related duties with a party to be named the Hawaii Electricity Reliability Administrator. Effective July 1, 2012.

RELATING TO ELECTRIC UTILITIES. Authorizes the Public Utilities Commission to allow electric utility companies to recover all non-energy power purchase costs from long-term power purchase agreements, thus mitigating associated imputed debt or debt equivalence. Effective July 1, 2012.

RELATING TO RENEWABLE ENERGY. Requires the PUC to direct electric utilities to place special emphasis on utilizing renewable energy sources when crafting integrated resource plans.

RELATING TO ELECTRICITY. Prohibits exclusivity or curtailment provisions in power purchase agreements between an electric utility and producers of electricity generated from geothermal steam or nonfossil fuel sources.

RELATING TO PUBLIC UTILITIES. Includes a high-voltage electric transmission cable system for interisland transmission of electricity in the definition of "public utility", regardless of whether the electricity is generated using nonfossil fuels, provided that the PUC finds that regulation is in the public interest.

RELATING TO ELECTRONIC WASTE. Requires electronic device manufacturers to: (1) provide for either monthly collection events or regular collection sites within 60 miles of high population density areas; and (2) report weight of electronic devices recycled by county and type of device.

RELATING TO HEALTH. Requires the director of health to set a maximum contaminant level for hexavalent chromium at 0.06 parts per billion and clarifies that state primary drinking water regulations may be more stringent than the national regulations, if the director deems more stringent regulations are necessary to protect public health.

DECISION MAKING TO FOLLOW

· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
