RELATING TO ENVIRONMENTAL PROTECTION. Requires businesses in the State to collect a fee for single-use checkout bags provided to a customer. Allows businesses to keep twenty per cent of the fees for the first year of the program and ten per cent of the fees thereafter, subject to income and general excises taxes. Requires fees to be collected on single-use checkout bags not prohibited by county ordinance. Deposits $800,000 annually of fees into a special account in the general fund for costs relating to the single-use checkout buy fee, $11,000,000 into the natural area reserves fund, and the remainder into the general fund. Requires reports to the legislature.

RELATING TO SINGLE-USE PLASTIC CHECKOUT BAGS. Imposes a tax on each single-use plastic checkout bag distributed to a customer by a business, to be paid by the customer. Creates the single-use plastic bag special fund. Exempts certain counties from the tax.

RELATING TO ENERGY. Extends the repeal date of the energy systems development special fund to 2015 to match that of the environmental response, energy, and food security tax.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
