RELATING TO STATE LIBRARIES. Requires the state librarian to issue licenses, revocable permits, concessions, or rights of entry, for a discretionary period, to any 501(c)(3) corporation that exists for the purpose of supporting a library within the Hawaii State Public Library System.

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO THE STATE EDUCATIONAL FACILITIES IMPROVEMENT SPECIAL FUND. Proposes an amendment to the Hawaii state constitution that would repeal the state educational facilities improvement special fund's exemption from the requirement the appropriated moneys be lapsed after 3 years.
