RELATING TO BROADBAND.

Exempts the upgrading and new construction of broadband facilities on state property from state and county permitting processes.  Requires report to the legislature.  Effective July 1, 2012.  Sunsets on June 30, 2017.  (HB2324 HD2)

RELATING TO BROADBAND.

Creates the broadband special fund to support funding public school broadband and laptop initiatives.  Freezes appropriations of moneys derived from cable fees at the lesser of the 2011 appropriation or the amount that a recipient would otherwise receive in the current year.  Requires excess moneys to be deposited into the broadband special fund.  Effective July 1, 2012, and repealed June 30, 2017.  (HB2874 HD1)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST CLEARCOM, INC., IN THE DEVELOPMENT OF BROADBAND INFRASTRUCTURE IN HAWAII.

Authorizes the issuance of special purpose revenue bonds to assist Clearcom, Inc., or a partnership headed by Clearcom, Inc., with planning, permitting, designing, constructing, equipping, and operating broadband infrastructure throughout the State.  Effective July 1, 2112.  (HB2267 HD1)

RELATING TO TELECOMMUNICATIONS.

Limits to retail basic exchange services the services for which a telecommunications carrier must obtain approval from the Public Utilities Commission to charge a rate higher than the filed tariff rate. (HB1868 HD1)

RELATING TO CYBERBULLYING.

Establishes the offense of harassment by cyberbullying.  Defines "digital nuisance". Amends the offense of use of a computer in the commission of a separate crime to include harassment by cyberbullying. Effective January 7, 2059. (HB2295 HD1)

RELATING TO COMPUTER CRIME.

Adds new definitions to computer crime.  Creates a third degree of computer fraud, and incorporates the element of phishing and spyware into all computer fraud offenses and unauthorized computer access offenses.  Effective January 7, 2059.  (HB1788 HD1)
