RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.
Increases the motion picture, digital media, and film production income tax
credit to twenty-five per cent of qualified production costs for any county
with a population over 700,000 and thirty per cent of qualified production
costs for all other counties; increases the total tax credit cap to
$16,000,000; applies to qualified production costs incurred on or after
January 1, 2012, and before January 1, 2027; repeals on January 1, 2027.

RELATING TO CREATIVE MEDIA DEVELOPMENT.
Amends section 235-17, Hawaii Revised Statutes, by expanding the definitions
of qualified productions to include animation or special and visual effects
and productions for internet distribution and providing the sunset date for
the tax credit as amended by this Act as January 1, 2020.

RELATING TO TAXATION.
Establishes a motion picture, digital media, and film production infrastructure
tax credit of fifty per cent of qualified infrastructure costs; requires
qualified expenditure of at least $10,000,000; provides for an annual payment
to the department of business, economic development, and tourism Hawaii film
office equal to one per cent of the tax credit received by the taxpayer;
provides for a 100 per cent recapture of the tax credit if the facilities are
no longer used for a qualified activity; applies to taxable years beginning
after 12/31/2011.

Amends the motion picture, digital media, and film production tax credits to
increase the tax credits to unspecified percentages and dollar amounts and to
provide additional non-refundable tax credits for qualified media
infrastructure projects in certain qualifying counties; provides an
additional tax credit for qualified special or visual effects and animation
production costs; raises the tax credit caps to unspecified amounts.

RELATING TO DIGITAL MEDIA INDUSTRY DEVELOPMENT.
Amends chapter 201, part IX, Hawaii Revised Statutes, to change all
references to Hawaii television and film development to Hawaii film and
digital media development; deletes the venture capital program; increases the
Hawaii film and digital media development board from nine to eleven members;
authorizes moneys received from international and national sources to be
deposited into the Hawaii film and digital media development special fund;
makes additional conforming amendments.
